PPA Agency Recognition scheme

History of the scheme
PPA set up an agency recognition scheme more than 50 years ago in order to protect publishers' advertising revenue through the monitoring of advertising agencies' financial positions and payment performance. Around 500 media buying agencies currently have PPA recognition status. See the list of recognised agencies.

A similar scheme is run by the Newspaper Publishers Association (NPA) on behalf of newspaper publishers.

How does the scheme work?
When an agency becomes recognised, this constitutes a recommendation from PPA to its members that credit and commission facilities be awarded to the agency, on such terms as individual publishers consider appropriate. Recognition does not automatically entitle an agency to credit or commission. However a 1997 survey of PPA members showed that generally consumer publishers give around 15 per cent commission to recognised agencies and 10 per cent to non-recognised agencies, while business publishers give 10 per cent to both recognised agencies and non-recognised agencies with a good credit history.

PPA requires agencies to submit their audited accounts each year, along with any further information that may be required. Every agency signs a PPA agency agreement, which states that they should pay all PPA members promptly in accordance to their own payment terms, whether they be 7, 14 or 30 days. PPA does not state standard payment terms for members.
